DR 1-2 (Tough Skin, -40%) is considered a lesser effect, anything more is a greater effect. Of course, you could use a lesser effect to Bestow Penalty on yourself to reduce enemy firearm damage by five and enemy Guns skill by five, which would be a lesser effect (both would be a moderate penalty), which would be cheaper than a greater effect that gave DR 5.

Wouldn't you need to Bestow Penalty on the ENEMY as the target though? That could affect range/area/number

No, Gift of Gab in RPM shows that you can effect an individual with Bestow Penalty to penalize their opponent's rather than themselves. You could not target on their opponents because they would not necessarily be on the same continent for a long duration effect (for example, a year long ritual of protection cast upon an individual in Utah before they went to Rwanda for missionary work). You can also stack Bestow Bonus and Bestow Penalty together, giving increased damage and a bonus to skill to the individual and decreased damage and a penalty to skill for their opponents when they target the individual.

That depends on how the local laws and police work. I can see some places being suspicious of a civilian buying a bullet-resistant vest (even if it's not outright illegal), to a degree that you're better off using something less traceable.

It seems Strengthen Matter as a Lesser effect can double the DR of an object, how about enchanting a Concealable Vest (HT 66) it has a starting DR of 12/5, it should help quite a bit.

Good precedent, will try to remember this example as it isn't really intuitive/obvious.

I guess that means you could similar "Bestows a Bonus" to make someone easier to hit?

Pg 52 is also interesting how it uses 'Bestows a Penalty' actually lower the critical failure cutoffs... makes me wonder if you could similar use 'Bestows a Bonus' to increase the range of critical successes.
