Can you use Bestow a Bonus to increase the effective skill of a ward? |

So I am trying to write a ritual for a warrior to summon a magic "bow".
If the spell-bow can shoot repeatedly through the spell, is it better to forgo a damage modifier and use altered Traits to grant an innate attack so that it's not a one and done? |

Creating a bow is a Create Matter effect plus the penalties for crafting per p. 16 of GURPS Thaumatology: Ritual Path Magic.
