Inspired by a concept from Steve Plambeck:

You can slay THE dragon of Hotsprings Harbor, but it shall respawn, so long as the sins that manifested it continue.

A great concept for a unique monster. I'm reminded a bit of the 'dream dragons' from original Runequest.
