So when those rules mention casters riding, they specifically are talking about horses, which as above are not allowed to dodge. If you are on a flying mount that is allowed to dodge, then your GM might want to consider whether or not there's a penalty for casting spells while riding a dodging flying mount, or not. I'd tend to think it would cause some penalty-worthy and maybe even roll-to-do-it-worthy distraction, and perhaps also you might want to hold on with your hands, somewhat reducing the spells you could cast while doing so. |

Just make a magical item that allows it. That way, you don't have to mess with the rules.
...and it makes it special. |
