This is an update to the conversion concepts in case anyone reads this later on...

Based on THIS thread, where I outlined the why and how of the guidelines I will suggest below, the following is meant to replace the rules of page 61 sidebar as relates to the Skill Program Complexity Table in GURPS CLASSIC ROBOTS.

To wit:

The complexity of the skill program determines the actual skill level of the skill for the robot based on its complexity as well as the robot's attribute.

Easy = Attribute + Complexity-1
Average = Attribute + Complexity-2
Hard = Attribute + Complexity-3
Very Hard = Attribute + Complexity-4

If you purchase a complexity 1 program, the skill level of the skill emulated by that program will be:

Attribute + 1 (complexity) - 1 or Attribute + 0 (Easy Skill)
Attribute + 1 (complexity) -2 or attribute -1 (Average Skill)
Attribute + 1 (Complexity) -3 or Attribute -2 (Hard Skill)
Attribute + 1 (Complexity) -4 or attribute-3 (Very Hard Skill)

If the at Complexity of the skill program is 5, then it would look like this:

Attribute + 5 (complexity) - 1 or Attribute + 4 (Easy Skill)
Attribute + 5 (complexity) -2 or attribute +3 (Average Skill)
Attribute + 5 (Complexity) -3 or Attribute +2 (Hard Skill)
Attribute + 5 (Complexity) -4 or attribute +1 (Very Hard Skill)

This is an alternative to the idea presented in post #2 of this thread early on.
