[Psionic Powers] Why does Autoteleport have both Range Limit and Reduced Range?

These two modifiers seem to me to do the same thing, so why does Autoteleport in PP have both baked in?

Range Limit, 10 yards, -50%; Reduced Range 1/10, -30%;

Can anybody help me out?

They stack. If you look at the table, you can see the limit at level 1 is 1 yard. 10 yards is the lowest that limitation goes, so they slapped on Reduced Range as well.

Page 68 says the 1st level version has a range of 1 yard, so -50% creates a 10 yards (ten) max and then reduced range cuts that down to 10% (one yard)
