What you're describing is what Psionic Powers codified as a "psi technique," and Owen has indicated that he doesn't like those.

What's unfortunately here is that psi techniques are fairly fundamental to the Psionic Powers framework, so disliking the former will obviously lead to disliking the latter. To avoid that, I'd recommend using the Basic Set rules for psi, which don't use skills and techniques, just Talent. (I realize this is probably belated advice, but something to bear in mind for your next campaign.)

By the way, I wouldn't handle this with an enhancement (whether direct or as a technique), because that would be overpriced IMO. I'd feel bad forcing someone to buy a +80% enhancement to offset a -10% limitation!

Instead, I agree that this calls for a perk, though not something as generous as No Nuisance Rolls. I'd go with this:

Long-Distance Levitator: You have enough mental and physical endurance for the long haul. When your travel time is measured in hours instead of minutes, you need roll against Levitation only once per hour, but based on the lower of IQ or HT. Assess hourly FP costs as if hiking: 1 FP + FP equal to your encumbrance level.

My advice would be to not mix Magic as Skills with Psi as Powers as they are fundamentally of different power and utility scales.

I was hoping you'd weigh in. The rolls would be one to get started, and the next an hour later?

One to get started, and then one (plus hiking FP) every hour afterward.

I can't agree, because I've mixed standard magic with powers (psi or otherwise) in several campaigns -- Dungeon Fantasy being the easiest one to point to -- and it's worked out fine.

I guess the campaign decision has already been made itc, but I wouldn't require Levitation to 'fly' in the Inner Astral Plane. I'd keep the ability to move in any direction (from the text describing movement in the Outer Plane on p27) and bump that up with Astral Celerity. If someone happened to have Levitation that gave a better move, it doesn't seem unreasonable to allow it to be used only assessing long term fatigue w/o worrying about the usual maintenance skill roll per minute.
