Combination of a bug on using the compression even on high res scans and the lower resolution scans using a jpg compression that if blocks of pixels look enough alike it picks one and reuses it. So 6 and 8 all become 8 in some typefaces.

I assumed legitimate lackadaisical error correction. But interesting to know possible details of how a simple computer could/would alter digits, innocently.

You had a massive fire, followed by multi thousand ton building collapse, with the remains out in the weather and where rats etc. could get at them for a few months. Having a third of the those who died being unrecoverable does not really surprise me.
