1. Yes (I'm assuming that its not on automatic, but that you just used your firing action to drop them). They get placed normally.

2. Yes... assuming that the skid is straddling the end of the turn when one would normally regain handling class.

3. There are limits on firing that I recall when losing control, but I can't recall a specific rule prohibiting speed changes while out of control. That said, it seems kind of odd. Regardless if there is a rule in the book or not, my group has always prohibited speed changes while out of control.

The vehicle isn't stationary, so if you manually fire a dropped weapon on a phase where you don't move, you follow the normal placement rules. (Dropped weapons on automatic don't fire on phases you don't move unless you are stationary, where they fire once per turn.)

Your vehicle always regains HC at the end of the turn, even if it is out of control. (The canonical example is from spinouts.)

The CWRQ says you must be in control of your vehicle to make voluntary speed changes.

Speed changes are a maneuvre and you cannot maneuvre while you are skidding (Arguably you shouldn't be able to make any other maneuvres in a phase that you change speed either).

I hate the word maneuvre I spell it different every time I write it, no matter how many times I look it up ;(
