What kinds of creatures might be immune to Kiai? Is it considered "mind control?"

It isn't mind control. AFAICS, anything that's alive (thus having chi) and capable of being stunned should be subject to it. Deafness helps you resist, but does not make you immune.

As for things not strictly alive, such as undead, golems, robots, and so on, the question comes down to "do they have chi?"

I simply took the rule to mean you use Intimidation on the same turn as the Kiai roll. The shout is part of the Intimidation. Two rolls in one turn, sure, but there's no rule against that, and this wouldn't be the only such case.

The "Good" reaction result also says "If a fight is in progress, the NPCs flee.", so this seems to be the 4e equivalent of Otaku's desired "spook the mooks" usage.

I turned it into a Cone Attack.

Starting point 1hex
Max range = skill/3, with range penalty still applying.

It actually turned it into a possible choice instead of no-no.

Kiai is an attack and attacks can be Parried... (stay with me here)... so like someone waving a gun around in your face, can you Parry a Kiai?

Specifically I'm looking at Aggressively Parrying a Kiai.

Not all attacks can be parried though.
I would allow a power parry, not a normal parry.

With guns, you can parry the arm holding the gun... you can't normally parry a (by default, Ranged) Innate Attack unless it takes the "Parryable" limitation or it's Melee, but if you defined an Innate Attack as coming out of the hand then I could see a similar rationale as with guns that if they are sharing your hex (or otherwise in reach of your arms, if you have arms which can reach further than C) that you could parry by smacking the arm aside so it misses, like with a gun.

Kiai comes out of the mouth though, so that would be like parrying a "Breath" Innate Attack. I guess that is similar to parrying a Bite attack (and barrying a Beam attack from the eyes, similar to parrying a Headbutt attack) ? If you did an Aggressive Parry would that mean a free attack on the Face then?

Does this look reasonable as a way to make the skill less marginal?

Kiai has no prerequisites. On a successful roll you may immediately roll Intimidation on the same turn, against everyone who can hear you. Your Intimidation roll gets a bonus equal to the Kiai margin of success if used on the same turn or against an opponent who has not recovered from the mental stun caused by your Kiai.

Yeah, the more I've been thinking about it the less reasonable it's sounded to me.

I like both this and turning it into a cone attack.
