Hmm. How does Marshal Manpower for raising workforce points interact with aggressive maneuvers? Does it let you bypass the limit on precious goods spent due to your nations OR? I would assume not, that seems like an obvious exploit. Also, it says minimum 2 point spent? What exactly does that mean? Minimum 2 points spent overall? The example has a nation spending 3 extra points for a +6 bonus. So they would not be allowed to spend only 1 point for a +2 bonus? But if the basic maneuver cost 2 points, then they could spend an additional 2 for a +2 bonus? :/

Sorry to ask so many nitpicky questions, I really do like the book. I just like it so much I want to ask lots of questions about it... XD

Aggressive maneuvers require you spend a full multiple of points, minimum of 2 points. So if it costs 2 points to do you'd need to spend 4 points to make it aggressive. If a maneuver doesn't cost anything to do it requires a minimum of 2 points when made aggressive.

Each multiple spent gives a +2 to rolls.

But, Read As Written, this would allow you to bypass the limit for spending precious goods points to recruit a workforce. And, for that minimum, is that 2 points minimum per +2 bonus? Or minimum overall to make the maneuver aggressive? Like, is it illegal for me to say "I will spend 1 point on this action for the base manuever, and then make it aggressive twice for a +4 bonus, spending an additional 2 points"? Or is that allowed? I would presume the prior, but it's good to be sure. XD

At least from the outside, it seems to me that this is one of the cases where playing at the "meta" level vs saying "what is happening in the real realm" is harmful. What would the actions you describe actually represent? What are you doing? If double-aggressive and point spends and whatnot result in an exploit, is there any descriptive thing that would account for it? Would there likely be a cost? By and large, realm management is supposed to represent doing real things with real resources, and facilitating game play using something abstract enough to embrace a lot of things.

Using the wiggle room inherent in abstraction to come up with edge-case results might be possible, but in the end I find it rarely satisfying, and occasionally disruptive/destructive to good at-the-table play.

If you want to limit it, limit it to +4 or so. Like a AoA (Determined).
