So here's a thought. Maybe make a Talent that only kicks in during emergencies?

That seems to me to be open to abuse. Anti-Talents are tricky, limiting disadvantages is tricky, combining the two... I would advise against it.

I believe for a character with such a trait I would require a roll even for routine situations.

An alternate mechanic could be something like "bonuses for routine use become penalties instead."

I figure in the sense that competence means "not incompetent" it makes more sense, with anti-talent being tiered multi-skill incompetence

A player of mine made a character along these line. 20 in all attributes, then took a disadvantage that they never got positive TDMs. Sadly I don't remember what I costed that at, but considering how painful losing the +10 for routine tasks is, I'd probably put it at -50pts, at least.
