Isn't that just what Fortune-Telling, you know... is in GURPS? It's not supernatural at all. It can be used to supplement actual magical divination, but the skill itself is entirely about studying someone and making reasonable-sounding or manipulative "predictions". It defaults from Fast-Talk and is boosted by Empathy.

There are rules in GURPS Thaumatology: Chinese Elemental Powers for treating Fortune-Telling as a cinematic skill, comparable to Power Blow or Body Control. It has a variant of Blessed as a prerequisite, though you could substitute standard Blessed, or perhaps Oracle, Intuition, or other advantages.

It's at least somewhat setting-dependent. The default is that it's a mix of cold reading and knowledge of one specific type of 'divination' per required specialization, but in settings where some or all forms of divination are not nonsense, the utility of the skill is affected.
