I was thinking both, sounding like a song played at reduced speed, but just the tempo would also work, sounding like a person simply singing more slowly. Given it's magic, just the tempo may well be more appropriate (reduced pitch in slow motion is due to physics, and magic is often perfectly happy to ignore those; also, if it's simply creating sounds rather than playing a recording, it can just play more sounds rather than stretching out the recorded ones).

Its too hot to touch for more than a few seconds, too cold to touch for long, or shocks you hard when you first pick it up.
All of the above being phantom magical effects that can't actually do anything useful or dangerous.

Takes the form of delicious cake. Cake does not decay (i.e. bacteria, flies, etc.). Powerstone is gone if eaten.

I might point out that per Classic: Magic Items 1 p 64 a "quirk" can actually be a perk: "Extremely rare, the Mana Pool is the most beneficial and coveted of Powerstone quirks."
This means that while most quirks lend themselves to limitations there are those that improve the value of the powerstone.

Warps the mana contained within it, Treat spells cast using energy from it as if they were cast in a warped mana region
May only be used by a mentally calm caster. (Because I'm always trying to find a way to make Meditation practically useful) Causes distracting pain when used proportionate to the number of point of energy being used. Tans the skin of the user as if exposed to an hour of sunlight each time it is used. May only be used when held in someone's left hand. Sentient. May only be used by someone it rolls a positive reaction roll to. Makes creature with gizzards want to swallow it if they get a chance. Will only work for someone who has shed a bit of blood onto it. Vibrates in a rhythm similar to that of a heart Emits a cat-like purring noise at unpredictable intervals. |

The powerstone will only recharge while on or under the sea. Yes, this includes a below-sea-level basement in a building on an island. Considering how hard it is even now to build and waterproof such a thing, that's not exactly a "cheat"
