While it's not intended for attack powers, the Reflexive enhancement (Powers p.109) might be a basis for an mental-based attack power which doesn't require concentration to activate.

main diff seems to be that stretching uses your own ST while TK uses it's own

stuff like Warp/Exoteleport is also based on your ST (basic lift) but has enhancements to **** it to Will-based which makes me wonder if you might also do that with Force Extensions

For what you are looking for, you want "Compartmentalized Mind (No mental separation, -20%; Limited, Telekinesis, ??%)" The value of the limitation depends on what other abilities you may have that are being cut out of use.
