Default Swarm of lizards in a trenchcoat (Critique a char)

I slapped this character together based on joke a former player made. I thought it would be a good demonstration of the versatility of GURPS. Aside from lacking a language which I realised after the fact, can anyone see any holes in this character?

Hey Dude/Hola Tipo

Hey Dude is a product of improper disposal of alchemical wastes in the dumps of El Paso/Juarez (in the GURPS Technomancer setting). They appear as a vaguely humanoid mass of writhing lizards, usually crammed into a full-length trenchcoat, a broad-brimmed hat, and a rubber Leonard Nimoy mask. They keep their hands in their pockets most of the time, since it's hard to hide that their fingers are geckos. Hey Dude learned both English and Spanish from a child's discarded tablet, which has an enchanted Eternalife™ battery. They are active in several online communities and use the tablet's text to speech function when they have to communicate in person. Hey Dude is built on a standard 150 points.

Looks pretty good, but unless people know he's a bunch of lizards shouldn't he have some sort of Secret?

Also, would newts/salamanders/snakes/etc. be part of the swarm, or is it lizards exclusively?

I would not allow both "Cannot speak" and "Disturbing voice". I get what you mean with this. That without the tablet he can't speak, and with it, he has a disturbing voice. But with the way you have build it he gets MORE points out of being able to talk with a disturbing voice, than had he "cannot speak" alone. Which obviously isn't fair

I don't think the tablet should be a -60% mitigator, as he has to hold it in his hands to use it I think it should be -30% as per "can be stolen" p.117.
But then I would put the 'reverse' tablet mitigator on Disturbing voice (ie. -70%). As it only takes effect when the tablet is used.

Anyway the end result would be:
Cannot Speak (Mitigator: Tablet -30%) [-11]
Disturbing Voice (Only with Tablet -70%) [-3]

He is still almost gets the same value for being able to speak with a disturbing voice as had he cannot speak alone. I feel like there might be a more correct way to build it when you have either one or the other disadvantage, but I can't remember it right now.

Does Hey Dude have any goals in life other than to play games?

Cannot Speak explicitly allows combination with Distuebing Voice, if rhe nonverbal vocalizations tou make are of an alarming or obnoxious nature, which I feel geckos qualify as. Otherwise it's probably Mute with a Mitigator, on accoint of most lizards arw pretry quiet.

Fair.

Find the way to Equestria? That's a valid question, and one I'm not sure I have a convincing answer to. Maybe 'Don't get dissected to find out what makes them tick?'

Mind if I make use of your character as an NPC? Nondistributed, for a private game only.

Can he regenerate or regrow by assimilating wild lizards?

Not as written. I could easily add another 50-100 pts of powers without breaking the theme though.
