Does the More Overkill ability of Russian Loyalty (Munchkin Impossible) double any other effect of GUALs (those that can be doubled, of course), or only the number of gained levels?

I would say, if the GUAL gives you a combat bonus, that would be doubled. Otherwise, only the levels are doubled.
