A wizard's staff can be a weapon-bonded power item, and get upgraded.
A bonded item can be enchanted.
Broken legendary swords get reforged at critical times, and probably retain the bond.

So it's not out of the question.

It also shouldn't be routinely expected.

"I have this steering wheel I really like from my old car, just got it refitted on an aircraft carrier, gives me +1 skill."

On the other hand, "This ship was made using steel from a building destroyed by terrorists. It seems to enjoy dishing it out to the Taliban." makes for a pretty nice light-urban-fantasy touch.
Probably not a weapon-bond, however, unless the helmsman was a New York based CPA, or the son of one, back in 2001.

Yeah, it's awesome backstory, but you'll be hard-pressed to find a GM who'll give you the skill bonus because that steel just naturally fits your body shape...
