I don't know. Over-ambition looks a bit silly these days when you have a cast of only 12. British TV budgets can't handle proper crowds I want in my epics.
I always loved the smaller scope episode that nevertheless show how mighty results may come from helping an individual. Who didn't love the Van Gogh episode? It showed the power and tragedy that is life and love of and about one human being.

The Van Gogh episode suggests an interesting way to bring the Doctor in. Have the PCs be a group of young Nobles taking the Grand Tour in order to build contacts, make conections, and generally get a look at the nuts and bolts of the 3I. However, as they visit the varrious worlds and see the sights the whole 3I speaks about, they kept on runing into things that seem to shift, or simply don't match what they learned in school.
The Jump-Drive slightly, but not perminantly, protects an individual in Jump from small time changes. The PCs slowly and imperfectly become both aware of the Doctor and that they can't comunicate what they know to the authorities. From there you'd build to a meeting with the Doctor. The PCs would have to have other adventures first, but the Doctor's shadow would always be there. Alternately. The Imperial secret agency (whatever it's called) knows about the Doctor and fears him. They know he sees them as an abomination but one that must be carefully removed from history. They also know about the Master, they fear him more because he may have created the 3I to enslave all life in the universe. They fear the Doctor and they loath the Master, whom they call the false Emperor. Note: They also have vauge reports of the War Chief, the Rani, Rommana, and the Meddling Monk. But they don't know if these are other Time travelers or alternate forms of the Doctor and the Master. They also know nothing of the relationships between these characters.

Looking around I read some of a web site dedicated to all information Doctor Who related.
There already is a renegade time lord called Grandfather (Paradox).
