Notes:
1. While all systems are normally possible at TL8 or lower, the Helicoptor Rotor is listed as being superscience for any craft of SM +7 or greater. As the helicarrier is SM +12, this requires them to be superscience, hence the craft being TL 8^ and not a regular TL 8.
2. I had to guess at the craft carried. Still, 100 fighters and 30 heavier craft isn't inconceivable for a carrier; adjust in play as needed.
3. I also had to guess at the cabin breakdown, rounding things as needed. I'm counting the Hulk Cage as one of the 10 Cells normally assigned to the detention level (what would normally be the ship's brig).

Okay, I didn't add the retro-reflective panels that make it virtually invisible from underneath. I was going for a somewhat more realistic version that would be fielded by a military than a spy agency's mobile HQ.

Edit: Updated size to SM +12, swapped out the rear hangar bay for a fuel tank to fuel the on-board aircraft
