Default What maneuver is Terror?

I'm playing a low powered supers game and my character has Terror.
But the rules seem oddly unclear about what kind of maneuver Terror uses. It states that it is activated, is this a Concentrate? Ready? or even a free action?
The GM ruled Concentrate for now, but I'm curious what it actually is.
Confusion was made even worse when the Active Enhancement from Powers mention that it uses a Concentrate, which implies that Unmodified Terror wasn't that to begin with...

Terror is a Mental trait, so, I'd go with Concentrate.

Terror is free to toggle. It's on or it's off. You don't necessarily "Use" terror. And it's generally linked with a sense.

There is no concentration because people just see, hear, smell you and then EEK! It's on them to resist.

You can MAKE it have concentration with a modifier. Or if you want it a contest of will with "Active" modifier, then it also takes concentration.

Players should tell the GM when they are toggling their terror.

So it's basically a free action to use it?
And doesn't require any turn or action to "activate" or "deactivate" unmodified?
Meaning I could activate it, say something in Terror-voice deactivate it and then move and attack in one turn?

Pretty much.

"You can unhinge the minds of
others. There are many way this effect
can manifest: a chilling howl,
mind-warping body geometry, or even
divine awe or unbearable beauty."

Some of those aren't actions at all!

Keep in mind EVERYONE is affected by it. Allies too!

Now, if the GM doesn't like that, they can add modifiers so it takes a maneuver, but by default "Activate" can be anything, even just standing there and being pretty!

Thanks, that was the impression I had, but it seems like the type of thing that might require something to use, and the use of the term activate made it a bit vague.
But no need to fear, because I already gave it Selectivity, only my foes will flee before me!

GURPS let's you do all things, it's the GM who might not =)

Unmodified, Terror requires a Ready maneuver to activate or deactivate.

The Terror advantage doesn't explain how to activate it because it just follows the general rules (Turning Advantages Off and On, p. B34). It is explicitly called out as requiring a Ready maneuver in GURP Powers (p. P154).

Selectivity is for turning enhancements on or off. Did you mean Selective Effect (p. P105)?

I'd imagine there is some Limitation that you can take, to reduce the cost, and make it so that Terror only works when your character actively decides to use it.

Any limitation like Cost Fatigue will do that.

The Ready/Concentrate manoeuvre can be removed with either a level of Reduced Time or Reflexive
