That's not quite true. At the very least, the officers (and at least one unwilling informant) of the Eclipse cult had Focuses (they used such for communication between themselves and with the Buried Shadow) in the first game, and Aloy finds a large cache of them when she explores ELEUTHIA-9. In the second game, the Quen also have access to a cache of Focuses (their society revolves largely around finding and integrating information from the past, gleaned through the Focuses), although only their Diviners are allowed to have them. The Sons of Prometheus I believe also had Focuses to help them Override machines. If a player wants their character to have such, it wouldn't be too difficult to justify - they may have found it delving an old ruin (like Aloy), taken one from the corpse of a slain Eclipse officer, been granted one while a member of an organization that makes use of them (like the Sons of Prometheus), etc. They're rare to be sure, but not as vanishingly rare as you seem to be implying.
