It looks to be three bits of tech together. First, an automated drink mixer, not dissimilar to Coca-Cola Freestyle machines, which are solidly TL8 (came out in 2009, so maybe late TL8?).

Next, the AI. This is a combination of voice-to-text - commercially available since the late '80's (late TL7, although close enough I'd call it early TL8) - and a chatbot - which came into somewhat-common use in the early 2000's (mid TL8) on platforms like AIM and MSN Messenger. Obviously, both aspects have seen marked improvement since becoming widely available (both existed in some form since the '60's, but those would fall under "prototypes"), but I doubt cecilia.ai is any more advanced than, say, Amazon Alexa (2014, so probably late TL8).

Finally, data gathering (and probably some degree of analysis). This is going to use similar algorithms (albeit probably more focused) as store loyalty programs, Facebook, Alexa, etc. So, still about late TL8.

All told, I'd say cecilia.ai is simply late TL8. If it's actually early TL9, that would mean things like the current iterations of things like Amazon Alexa are also early TL9. cecilia.ai doesn't look to be breaking any new ground.

Whoops, somehow misread the "1980+" from Characters as "1990+", thanks for the correction. So, yeah, TL8.
