Regarding your house rule, I'd argue that Halflings and Goblins have enough advantages and tweaking a rule to give more advantage to lower ST is both adding more to those races and is watering down the importance of ST even more.

So, I would remove the top row from your table. Or skip having the table.

Looking at Unarmed Combat as "something you do", and Toughness as "something you are" can help clarify which talent applies when.
