As I said above, the chance of success on a quick contest isn't the same as a success check. The double dipping makes sense in a quick contest. But you can always change it for your game :)

The issue for me isn't what type of roll it's applied to. but the fact that it's applied to more than one type, acting as a bonus to your enemy in certain situations as well as a penalty to you. For a low return disad like Fearfulness, this seems like it might be too much of a drawback. I don't think it's a big deal, just something that might stand some tweaking.
