I would be inclined to consider how SAS convinced the civilian to do such a dangerous mission. Perhaps they paid him/her an huge amount of money (in which case that could serve as compensation for going on the mission without the disadvantage). Perhaps the civilain agreed due to some lesser Duty disadvantage (then the balancing could be that such dangerous missions are less frequent for such a character than for a SAS soldier).

If none of the PCs are SAS soldiers (or if they are willing to split the group), then a lesser Duty variant could make such situations less likely to come up, and would likely make it easier for them to refuse if they really want to.
