google find the quote in "Road To Verdun - De Ian Ousby" which attribute it to General Charles Mangin.

Did he say it ... I don't know.

Certainly not out of character, although it may be a fake quote too, the various controversies surrounding him make it difficult to separate truth from rumors.

He did say something like "To wage war is to attack"
