Default Buffing using affliction

So I have a friend who wants to play a dedicated buffer in a campaign we are in, but I'm unsure how it would be done. I would think with affliction, but your allies would have to fail there ht roll to get the buff, makes it kind of hard to buff high HT allies, like say my mage with HT 15. Is there a way around this? can you choose to fail the HT roll? is there a way to flip it so you have to succeed your HT roll?

You might also want the Aura of Power meta-modifier most clearly presented in GURPS Power-Ups 4: Enhancements, which is really useful for this sort of thing.
