No, it isn't. Just touching someone does nothing when the toucher has Aura. The only way to use it offensively is to grapple a target for a full turn.

I think your memories of Champions might be spilling over, as damage shield did work that way, but aura never did.

You can make Aura work that way by taking the "Requires Grapple" limitation in Powers: The Weird
