Hmm.. there are also rotor ships (pics!), but I suspect aero-propulsion won't have enough thrust for this lumbering hulk.

<shrug> It was the only reason I could think of to even have a tower.

I admit that I started with the aesthetics then worked backward from there to justify them. For a massive turbine, it's more important to have high edges than a high centre. Currently I'm thinking the high central tower can be a platform for the laser and lightning systems, and I have a fanciful notion that it might be useful for a giant EM field generator. Observation is another option, fulfilling the role of modern hurricane flights. Otherwise, it's mainly there to look neat.

Additionally, the platform, constructed by a German structural engineering firm, could be a test bed for building the super-tall business and residential towers that they have planned for seastead/artificial island cities in the Caribbean (such as in the New Caribbean Archipelago idea here.)
