during the game there was a dispute about whether you can play the card - 5 for the monster when the monster has 1 treasure. on the card it says a minimum of 1 treasure I understand it so that if the number of treasures falls below 1 then we round up to 1 treasure.

Yes you can still play a card such as "Baby" if the monster starts with less than 5 levels or it would originally reward only 1 treasure. The minimum level of the Monster would be 1, and the minimum number of treasures when you defeat it would be 1.
