Roma Arcana uses the system you are talking about and there arcane magic "derives power from mana (called numen in Latin), but mana consists of spirits." Fantasy pg 207 Also the priest example that uses Ritual Magic seems to be from outside Sahud based on how it is written up.

The rules for Rune Magic go all the way back to 3e Magic pg 90-93.

They appear as Symbol magic in 4e Magic (pg 205-209) which is effectively considered a subset of Syntatic Magic (Magic pg 202-205). Thaumatology deals with both of these under the Chapter Flexible Magic (pg 166-195) with Symbol (Rune) Magic being pg 168-178
