Move and Attack Maneuver
According to the text, if you make a melee attack with the Move and Attack Maneuver, "you have a flat -4 to skill, and your adjusted skill cannot exceed 9." I take this to mean that, even if the -4 and other sundry modifiers only lower your effective skill to, say, 12, you would still have to roll against 9 for the attack component to succeed. Am I correct in this assumption?

Re: Move and Attack Maneuver
You are correct. To get around this, see the Heroic Charge option for extra effort in combat on p. 131 of Martial Arts.
