Weapon Quality problem with DFRPG file
I find that that the "Fine" weapon Quality option is not available for anything other than swords. It's not listed in any menu for any other weapon type that I have tried.

Nevermind, I was using an older version of the file, which was being further "corrupted" by a second file also loaded.
