Confusion
I was looking at the combo digital version of 4e GURPS Characters/Campaigns over on Warehouse 23 but there's text there saying the pdf's have content from 3e.

A great deal of 4e consists of revised and updated 3e material. The number of major rules changes was quite low. The line in question is saying that (almost) all the material for character generation that was added over 15 years of 3e was updated and is included in the 4e Basic Set.
Revising that description now that we've had nearly 20 years of 4e might be sensible.
