Always preferred 2 PCs per player, just for the practical reason that a player stayed in the game even when they lost one. Some people preferred only 1 character. When there were only 2 players, we'd allow 3 or more characters per player. On a small number of occasions a replacement character would be "recruited" from the local population because a player had no character left, but the party was still traveling on an adventure -- such replacements had to be starting characters with minimal gear, two weapons and one dagger maximum, just as in Melee. No replacement characters ever during underground dungeon crawls. There might be one or two NPCs along that a player could take over if they had no character left, but they wouldn't get to keep them afterwards unless they were starting characters, or very nearly starting characters.
