Default Resurrection

Resurrection indicates that first one draws a card from a discard pile, and then one discards a card. Does this mean that a Cleric can use Resurrection if he has no cards left in his hand? The draw comes first, and the discard is secondary (sort of like a Thief's not losing a level at level 1 if he fails). Just wanted to check if this is correct.

I would say no. You have to be able to discard a card if you ended up using the face up card somehow.

The discard is the COST of the ability, which must be paid. The Thief losing a level if he fails to steal is a PENALTY, not a COST. (The COST of the Thief's theft power is a discard, just like the Cleric, and neither one of them can use it if they don't have a card to discard.)
