Pocket Dimension advantage
I dealt with something similar to this a while back, with dryads. I ended up statting a tree as an Ally with Payload. Won't work in this case, I need the ability to pop into a pocket dimension provided you are in a certain area. This represents the magical room behind a waterfall that only the genius locus can access.

If you want control of or fantastic contents like Snoopy's doghouse or Oscar's trashcan, lots of persistent Shrinking on inhabitants makes environmental powers to furnish the "room" cheap. You can have the genius walk people behind the waterfall through a tiny crevice/perilous cavern into a sub-hex geode with room for all the children of Hamlintown while the sultan's army has no hope of following, even if they dam the waterfall's source, leaving merely months of water for the shrinkies.

Can it travel? Otherwise, just make it be a mouthless cave to be entered with Warp + Tunnel or Permeation + Tunnel.

If someone were to do a lot of digging, would they find the cave behind the waterfall? If not, then use:
Jumper (Spirit) (Tunnel; Anchored (at both ends?); One World Only (forgetting the name of the limitation...)) The size upon arrival is just a special effect. Or similar. If someone can get there by digging, then Warp and/or Shrink seems to be the way to do it. |

I'd use the rules on headquarters from Supers, p85. It let's you define it either as signature gear, a perk or a patron, along with enhancements and add-ons for extra-dimensional havens, space stations, etc.

Going with the rules for Headquarters, a comfortable house (Status 1) is 5pts, with the +100% Special Abilities/Magic to make it accessible only through teleportation. 10pts? I agree that this is according to RAW, but it does seem very cheap.
