Well it's how Shield Rush and Unarmed Combat Throws work. Shield Rush is as original as basic Melee.

The strong shield rush has to both hit me and be as strong or stronger than I am, to make me get a second 3/DX roll to avoid falling. If I'm stronger, I get a 2/DX roll.

And frankly, I expect a strong man with a shield is more likely going to knock me over with a shield rush, than I am that a weaker foe whipping me around my torso is going to get me to fall down.

I would imagine the whip entangling the legs to cause the fall.

This seems perfectly reasonable for the whip and lasso. I'd even consider letting someone entangled used a free hand to try to yank the whip/rope from their assailant's hand, knocking them down on a crit roll.
