Default Magery/Spells and Alternate Form

When building a character with Alternate Form, can Magery and Spells be included in part of a template such that one form has access to them and the other form does not?

If your GM permits you to create a custom racial template and permits you to add those traits to said custom racial template, yes. There is nothing in the rules-as-written that says you can't add power talents and skills to racial templates; multiple examples of racial templates exist that have one or both.
