Default [Powers] IT:DR - round twice?

Salutations!

P53 says "divide the injury [...] after subtracting DR [...] and applying wounding modifiers."

B378 says "always round down" when applying wounding modifiers.

So, is this the correct sequence to calculate final injury:
1. Roll damage.
2. Divide Damage Resistance by Armor Divisor, if applicable, round down.
3. Subtract remaining Damage Resistance from damage.
4. Apply wounding modifier.
5. Round remaining injury down, as per B378.
6. Divide remaining injury by Injury Tolerance, round down, but take at least 1 point of injury unless IT:DR is Cosmic.

Is step 5 correct or should it be omitted?

Thank you!
