Default [Powers] Healing with Restore Limbs

For the Healing advantage, Restore Limbs (+80%) is introduced in Psionic Powers, p. 14. If I wanted a Healing that could do more (or less) things with this regrowth effect, would it be appropriate to apply the limitations and enhancements of the Regrowth advantage to that +80%?

So, for example, if I wanted a Healing that could Restore Limbs, but with Regrowth's Reattachment Only (-50%), would +40% be a reasonable value? Or +120% if it does a Doubling (+50%, as per the Regrowth enhancement)?

I think it sounds balanced, just want some additional opinion on it before allowing it.

Seems fair to me.
