Default splitting into smaller selves

In the premiere of New Batman Adventures "Holiday Knights" there's this scene where four young boys are shoplifting from stores. You then see them merge into Clayface: https://www.youtube.com/watch?v=RQZcbANztwQ&t=164s

This made me wonder how you could do this type of thing in GURPS.

I thought about Duplication (B50) but he's not really making equal-powered copies of himself, I would assume each of these are 1/4 the ST/HP and so on and that only by re-merging them does he attain his full power.

B51's "Shared resources" limitation allows you to spread HP between duplicates but I don't know if that's really enough because lowering HP does not lower ST.

If it's -40% to share FP and HP how much more should it be to need to allocate your ST between them?

DX/HT and Basic Move don't seem to be shared, if anything the kids might be more agile than Clayface is in his giant form.

I'd be tempted to swap distribution of FP with distribution of ST using Based on Different Attribute as a guideline.

It sure seems like a variation of Shared Resources that's been used before, but a quick search did not turn up a hit *shrug*
OTTOMH, I'd peg it at about -50% to toss in ST with FP and HP

You could call it Temp Disadvantage (-X ST).

I'd do something like this character I did a while ago, but use Shrinking instead.

Alternate Form. The racial template for the four kids form includes Duplication 3 with Always On.

That seems like it would work, though I guess you'd need different versions of AF depending on how much ST you wanted to split into how many duplicates (ie instead of 4 kids you do a pair of adults)

For dividing into really big numbers, consider Diffuse and Slippery.
