Default Power Blow & Dual Weapon Attack

Power Blow indicates the ST multiplier is applied to the next attack only...

Since Dual Weapon Attack is pretty much simultaneous, should you pick one of the attacks for it to apply to, or for this particular use do people think it should apply to both attacks?

As DWA is a single maneuver, I don't see why it shouldn't apply to both.

Dual Weapon Attack is a single "action slot" and thus I don't see why it wouldn't apply to both.

I would also apply to Rapid Strike as well.

Would NOT apply to Extra Attack, ATR, Follow-up...

I don't see the reasoning behind this. If you're willing to allow it for DWA why not Extra Attack? Both are attacking almost simultaneously, and the player paid good points for EA, much more than the mere amount needed to buy up the DWA talent, assuming they even needed to.

In response to the actual question, I as a GM wouldn't allow Power Blow to work for both attacks. It says next attack, and "pretty much simultaneous" isn't simultaneous, one attack still follows the other. It also just seems like something one of my munchkin players would try, and something none of my other players would even consider.

A compromise could be to create a Dual-Weapon Power Blow technique. Make it a Hard technique that defaults to Power Blow at -4 and can't exceed Power Blow.

DWA is one strike with two weapons; the only reason for two rolls is that you could hit with one and miss with the other. As for Rapid Strike and Extra Attack, I agree it shouldn't apply to those.

Canonically, Power Blow counts for the next small-a "attack" (not for the next maneuver, turn, etc.). Such an attack could easily involve a two-handed weapon, a Drop Kick using both feet, a Two-Handed Punch, or the like. It would be decidedly odd if one limb had twice the Strength of the other in those cases . . . you'd think that would result in less than double ST for the attack. Thus, I'm inclined to say that Power Blow affects ST for any group of attacks that occur simultaneously, which includes not only Dual-Weapon Attack but also All-Out Attack (Double) or Extra Attack when used to strike with two different limbs at the same time. All-Out Attack (Double) with a single weapon, Altered Time Rate, Extra Attack (Multi-Strike), Rapid Strike, etc. produce what are explicitly successive blows, not simultaneous ones, so they're out of luck.
