Yeah, I'd allow it. Here is a decent rule of thumb IMO, for CM, ATR, dupes and similar:

For every 20 points spent you can (at most) increase the study rate by 100%. Dupes, CM and ATR don't act multiplicatively for this purpose.

Forgive me because however I sound this, I fear it sounds rude or condescending, but I really think this sounds like an exception and not a rule, that this might be because the campaign setting is allowing too much "down time" or not providing enough to do for the character with the dupes.

Is he already independently wealthy? Funded by some killer patron? I'd try to find useful but mundane work for my character where I could polish key skills while earning extra cash.

Not at all rude or condescending; quite the contrary! You're of course right that this sort of question arises from down time. I actually didn't think allowing dupes to give the opportunity for studying multiple subjects at once was a problem (despite it being a way to advance faster). My question was more academic about what RAW said and meant regarding this; it seems like it's okay with the "extra study time" per Dupe, as well as for ATR, and that's cool with me.

But the points you've raised if anything clarify why, of course, dupes can be used this way for multi-study. After all, he could earn extra cash per dupe by working multiple jobs, or do many other things with his dupes to better his lot in life that are far more worthwhile than spending hours studying or training, so why not allow that too? Makes sense.
