I don't see why he needs Luck. I built a character inspired by Spidey, La Gata Encantada, with DX 19, Basic Speed 12, Enhanced Time Sense, Daredevil (only one level), and the option of Acrobatic Dodge, for Dodge-16; she did just fine pulling stunts that had the other PCs commenting on how insane she was.

While Spider-Man has been handled a lot more consistently than, say, Superman (I'm ignoring "Spidey Super Stories"), things like that are going to vary by the particular comic/TV episode/movie.

For example, in Spider-Man (1967-1970 animated), in several episodes (if not the whole series), I'm not sure if anyone ever hit anybody.

But, to keep this thread on topic, GURPS can handle any of the Spider-Man's I've seen.

I levelled it.

You could have it in four levels.

I think I linked it to a number of 'shooters' 0-4 you get +1, 5-8 there is a +2 bonus, 9-12 a +3 bonus, and 13+ you get + 4 bonus, sort of following the ROF rules.

These are added to any other dodge mods (CR or ED etc).

In Supers, you can have up to level four, but I do not believe that there is a RoF requirement (going one-on-one with a brick who can smear you is likely risky enough). One thing to note though, Daredevil only gives a bonus to skill rolls, so you may be thinking of Higher Purpose instead (the combination of Daredevil 4 with Higher Purpose 4 would be quite insane, but probably worth the 80 CP).
