For what it's worth, 3e Vehicles puts the cost of lightsails at TL9 at $200,000 per square mile. Combine this with GURPS Mars saying you want 40 million square miles of mirror to raise Mars' temperature to above freezing, and you've got an $8 trillion project. And it does seem from this discussion like you could probably get liquid water on Mars' surface from that alone?
