Years ago I bought a DVD on ebay that contained all the Metagaming publications scanned to PDFs. I recall that had the Codex, but where I put it now eludes me! Probably couldn't post it anyway if I found it, as it likely contains some of Steve's own text, which is happily once again under copyright.

The Codex is mostly indexes and restatement of creature stats from the original books, but it has Q&A/summary type sections that are useful, but they weren't written by SJ, and they differ from how SJ took some rule details in Legacy, in some ways.

I used most of the rulings in my original campaign, where some of those things became campaign canon, and part of my head canon, which is why I use some of them (also because they answer a few things that SJ hasn't really addressed).

It was never out of copyright. It is now under Steve's ownership. That DVD was illegal the moment it was made.

Allow me to re-phrase...

Where I wrote:

"it likely contains some of Steve's own text, which is happily once again under copyright"

It should really have read:

"it likely contains some of Steve's own text, which is happily once again under his copyright."

Seemed reasonable to assume most people here would have got what I meant.
