Sure, that's what Status 4-5 are for. Some are on (or long past) the cusp of greatness; some have farther to go.

I agree with this, Varys or Baelish have little status in there own right.

The Tyrells, at least, are claiming to be the best heirs of Garth Greenhand, once the Targaryens extinguished house Gardener.

In any case, I'm not sure a distinction is important. Both de facto and de jure, the Tullys and the Tyrells are on the same footing as the other Great Houses. I wouldn't bump the Martells up to Status 7 just because they retain the privilege to be styled "Prince".

So did I, I just split noble houses between Status 4 and 5 instead of 3 and 4. Your scheme has lesser nobility and gentry too far down. Look at the Status table on B. 265: great nobles are 5, lesser nobles 4, landed knights 3. Westeros has the Great Houses at Status 6, above other nobles, for the same reason the king is Status 8 instead of 7.

The implication from what we see of them in AFfC is that they retain some other powers beyond the style, IIRC.

It doesn't seem to me that the Martells retain any substantive additional powers per se, rather that several unique features of Dornish law were retained despite the merge (notably allowing women to inherit lands and titles).

I have argued that some titles are linked with jobs, in GURPS terms. Others are just courtesy rank. Some are military , religious, or administrative rank- and also linked to a job. Some are just part of status.

Keep in mind that in my view of how this stuff works, there's absolutely no reason why one can't have one title as part of Status or Rank, another title just a courtesy rank, great personal Wealth, another source of Independent Income, and the job (you don't pay character points for this) of running a Great House.

Note that jobs in GURPS are often tied to wealth and status. They may also come with legal enforcment powers.
A job isn't something that you pay CPs for, but you may have to pay CPs to qualify for it (wealth, status, skills, special advantages that come with the job, etc).

Ned definitely could have exploited the heck out of his new job, had he been a less honorable man.
Notice the mention of paying CPs for advantages required for some jobs?

Notice the specfific mention of how jobs are not advantages?
