Mostly from posts made by David and PM's I had with him. TL 9 lasers aren't suppose to weigh the same as TL 10 ones.

Well, I don't think that's an accurate description of any published version of the rules. UT non-chemical lasers weigh the same (but do half the damage), Spaceships lasers weigh the same (but can have higher RoF at TL10), under the design article they weigh the same for the same performance except they get half as many shots for the same energy.
